I think that is media hype. I was watching a pageant where the girls were quizzed on current events. I am sorry, but there must be 20,000 things more important than who got bumped off dancing with the stars. Some say it is important to popular culture my question is popular to who? It is B list actors mostly sometimes not, but who will care in 6 months who won on that show?

Popular culture refers to entertainment that is followed by a lot of people. It isn’t culture in the sense that a ballet or symphony is.

It is mindless programing , like American Idol .

It’s one of the top TV shows on a major broadcast network, so I’d say that definitely falls into the ‘popular culture’ thing. And, if you look at the ratings, millions and millions (I think over 10 million at least) of people watch it, so it’s popular to them, and therefore more likely to be popular for the average American than almost any other random TV show.
