How old can they begin? She is currently taking dance lessons ie: ballet, tap, jazz & modern.

Failing that, check your phone book (yellow pages). Depending on the age of your daughter, you may have to call around to find a school that works for you. Word of mouth is great, but we don't know where you live.
If she's already doing all that dancing, she's certainly old enough to start ballroom!!!
