The best economy in the hemisphere, measured by economic growth and stability, is Panama. Unemployment now (2009) is below 5%. Last year in the middle of the recession its economy grew 9%. And it is a very modern place; Panama City for instance has over 500 buildings that are over 10 stories high, a skyline that rivals any big city in the US.
It is one of the 3 top countries for salsa and it has a great carnival celebration. There are plenty of live salsa bands playing at different places and salsa clubs. Salsa and merengue is played in many clubs.
It also has both oceans only 40 minutes away from each other by car (Pacific and Atlantic), with miles of virgin and beautiful beaches. It only has one season: summer. The people are also very friendly and humble.
English is spoken widely, Americans and Europeans are quite welcome, there is a modern banking system, there are wonderful clubs and bars (with no closing law), there is cable TV with all the American cable channels.
The government is sponsoring programs for people to learn english but there is a shortage of english teachers.
